Optimisation Procedure of CHP Management, Deliverable 2.1.

The Deliverable 2.1 is collection of reports on activities performed so far within LIFECROCHP project dealing with efficiency aspects of the Croatian cogeneration sector. In addition to the analysis of existing cogeneration plants and district heating systems, economical potential of micro-cogeneration application has been investigated. The development of the optimisation procedures designed for cogeneration plant management reached the rather high level. When technical aspect of the applied optimisation procedures has been considered, close to real calculation of plant balances has been obtained thanks to implementation of the detailed model description of the plant components. The economical analysis of plant operation has been performed completely too, taking into consideration all data relevant for costs calculations, both fixed and variables, and theirs separation to output products (i.e. to the electricity, heat and steam). The results from technical and economical analysis have been used extensively as inputs to the optimisation algorithm that has been developed to the level where problems of unit commitment and optimal load dispatch could be solved in real time enabling more efficient plant operation. At the system level, the possibilities of new solutions implementations enabling more beneficial operation have been thoroughly studied. The analysis of heat water storage impact on EL-TO Zagreb CHP plant performance has been carried out by the use of the ACOM software. The optimal capacity of the heat water storage has been suggested. The GRID module of the same software has been developed in order to estimate potential benefits that could be gained by connected operation of the Zagreb city district heating system. The framework for the system analysis has been defined by heat and electricity demand forecasts for two decades long period. The proposed forecasts together with predictions of CHP plants participations in demands covering do not give good grounds for optimism when further growth of the Croatian cogeneration sector is considered. Although the national target of the cogeneration participation in the Croatian electricity market is not defined yet, the status quo in cogeneration treatment could be anticipated, meaning that possibilities for further development of existing or even building of new large scale CHP plants are rather limited. Therefore, the new channels for cogeneration technology penetration into the heat and electricity market are needed. The micro-cogeneration has been suggested as one of the most probable ways of increasing cogeneration share. In the special report on micro-cogeneration the most important issues of its application in the residential sector have been analysed such as: investment costs, connection to electricity network price, gas and electricity markets influences.
