IMPLEMENTATION PLAN for EU Directive 2003/4/EC on public access to environmental information
The implementation plan is designed to support the swift implementation of the EU Directive 2003/4/EC on public access to environmental information in Croatia. Like all (aspiring) EU members, Croatia will have to align its national laws, rules and procedures to the acquis communautaire. This particular implementation plan aims to facilitate Croatian decision makers. In order to do this, the plan proposes goals, measures and actions necessary for full compliance with the EU requirements related to public access to environmental information, as well as an overview of costs. Croatian ratification of the Arhus Convention in December 2006 signifies an important step in this respect. The implementation plan consists of three main parts: (i) An introduction to the EU Directive 2003/4/EC and an overview of related Croatian legislation ; (ii) The current state of affairs regarding transposition of the EU Directive 2003/4/EC and an overview of relevant stakeholders ; (iii) The implementation plan itself. This last part is based on a SWOT analysis and priorities identification, definition of objectives, measures and actions for decision makers, as well as the costs of the activities.
