Analysis of ICT usage for managing the register of trades and crafts in the public administration office

Using information and communication technology is one of the key prerequisites for increasing the efficiency of public administration. Information and communication technology (ICT) is both the foundation and incentive for restructuring the procedures in public administration, followed by the provision of interactive services over the Internet, i.e. creating e-government. Intensive ICT application in public administration requires new management methods that ought to ensure better services for citizens and business, based on full cooperation of stakeholders at all levels. Croatian public administration requires modernisation in terms of improved simplicity, accessibility and up-to-dateness. These factors will be crucial for uninhibited operation and development of each individual, owner of a small business or entrepreneur. If each individual is granted access to a simple and fair system for dealing with administrative and technical requirements for starting a business, they will experience personal growth, which will in turn contribute to the development of society as a whole, increasing growth and prosperity throughout the Republic of Croatia. The foundation of European and thus also Croatian competitiveness is quality in all the areas and at all levels, in education, innovations, products, services, and creation of an entrepreneurial environment. In this context, efficient usage of information and communication technologies is a prerequisite and basis for all reforms, for achieving the social cohesion, and encouraging overall development of society. It can foster 1629 entrepreneurship, innovation and creativity – crucial elements of the modern European society that is ready to face the challenges of the 21st century. Given the scope of work of public administration (passing legal acts and other regulations, enforcing the legislation, passing implementation rules, administrative supervision, other administrative procedures), the quality in performing these tasks reflects not only on public administration's perception, but also on its competitiveness. Consequently, public administration should follow closely all the changes in its environment and adapt to them in every moment.
