Measuring Sustainable Development: The Case of Croatia
In the last two decades we are witnessing a growing number of various approaches for measuring sustainable development (SD). EU institutions, as well as member states, were especially active in developing their frameworks for monitoring SD over the last few years. In 2008 Croatian Parliament has adopted National Sustainable Development Strategy laying down key sustainable development objectives and including a list of sustainable development indicators (SDI). The main objective of the paper is to examine the newly established framework and suggest some potential improvements. First, we briefly review major approaches in measuring SD. We then take Eurostat’s framework as a benchmark to highlight advantages and drawbacks of Croatian SDI framework. Finally, we analyze Croatian position with respect to the EU level and selected EU countries in key areas of sustainable development with the aim to identify the unsustainable or less sustainable features of Croatian development.
