Management of public organizations in the knowledge economy a comparative analysis of profit and nonprofit sector: Case of Croatia

Organizations that provide public services and ensure public goods play the significant role in society. The management of public organizations requires professionalism, ethics and constant learning. Knowledge society brings new values and paradigma of change, new challenges and opportunities, but at the same time doubling the limitations and threats from the environment which is becoming increasingly complex and unpredictable. Managing organizations effectively and socially responsible becomes very tricky because the compound imperatives of stakeholders are often contradictory and accomplish their basic mission and to become a successful is quite difficult today. Profit organizations are different than organizations in public and civil sector which are oriented to social dimension of management. Public organizations and civil organizations are advocating and protecting social and public values and needs but at the same time need to strengthen the economic dimension of business in order to achieve a balanced society that respects human beings in all roles of users of public services, civil rights, not only consumers. This paper represents part of doctoral research conducted in Croatia in 116 organizations considering differences in activity of management functions between the sectors: business, public and civil. The most serious problems of management are present in the public sector where they meet numerous problems such as inefficiency, problems with leaderships, weakness in performance management, and rewarding people and problems of focusing to people as essential resources. Profit organizations are in some dimensions of management more efficient and they have good management practice especially in dimensions of policies, strategies, and evaluating the results.
