Public attitudes towards surveillance and privacy in Western Balkans: the case of Serbia

As a part of the larger project aimed to investigate public attitudes towards surveillance and privacy in Western Balkans countries, this paper provides an overview of public attitudes towards surveillance and privacy in Serbia. The study aims to answer two main research questions: (1) What is the public opinion on surveillance and privacy intrusion? (2) What segments of population with similar attitudes towards surveillance and privacy exist, and if so could the groups be differentiated by demographic characteristics? The survey data collected in 2011 on the nationally representative sample of 500 Serbian citizens were analyzed by using factor analysis, Cronbach alphas, chi-square test, and cluster analysis. The factor analysis produced six distinct factors: (1) perceived surveillance effectiveness, (2) concern about being surveilled, (3) trust in privacy protection procedures, (4) concern about CCTV privacy intrusion, (5) concern about personal data manipulation and (6) the need for surveillance enforcement. In Serbia there are three groups of citizens with similar attitudes towards surveillance and privacy: citizens concerned about data and privacy protection, pro-surveillance oriented citizens, citizens concerned about being surveilled. Demographic differences in age, education and employment status exist among those groups of citizens. The empirical results could be used as a base for comparison with other Western Balkan countries, and might be taken into consideration in the design of policies related to privacy, security, surveillance and data protection.
