"Die Stunde Null" Fifty Years Later

Bosnia and Herzegovina in 1995 and Germany (and Japan) in 1945 shared little similarities except that they were post-conflict and occupied. Yet, the context of occupation of Germany and Japan and the intervention in Bosnia and Herzegovina offers insights how the international community designed and oversaw the state building processes. The first part of the article analyzes the nature of the Allied occupation of Germany and the US occupation of Japan with special emphasis on the crucial element of these occupations - the introduction of the so-called the Zero Hour or die Stunde Null. The second part of the article analyzes the intervention in Bosnia and Herzegovina and the nature of the state building process there. The conclusion compares the two periods - 1945 and 1995 - and offers observations relevant for the Bosnian case and its ongoing project of state building.
