Micro-level perceptions of macro-level language management in Croatia
Standardization is a multi-faceted process, consisting of various stages and different aspects of the inculcation of language norms. It is also the process which can be carried out for different reasons and by different means. The success of any (language) standardizing endeavour, however, ultimately depends on the speakers' acceptance of the imposed norm. Language planning in Croatia has always been aimed primarily at norm prescription. In a similar vein, most research in this field adopted a top-down (etic) approach. The study of the mentioned processes from the folk’s (emic) level of perception thus remained largely neglected. Socio-cultural and symbolic contexts of language use and attitudes were often considered as elements of folklore and community culture and therefore remained on the margins of linguistic research in Croatia. The paper presents the results of a content and discourse analysis of internet debates between different actors usually excluded from the language policy decision making process in Croatia. The study has thus been designed in accordance with the theoretical and methodological concepts of folk linguistics (Preston, 2006 ; Long and Preston, 2002) and agency in language (Ahearn, 2001). The aim of the study is to uncover the attitudinal factors operating at micro-societal levels, i.e. at the level of speakers who often have an opinion and an attitude toward very much institutionalized actions aimed at determining the future of the Croatian language.
