Live-line working is an activity that is performed in a considerable number of countries around the world. For safe live-line operation, security rules and operating instructions, as well as reliable tools, are required. In order to eliminate any risk of the manipulation with a tool for live-line working, it is essential to continuously inspect the isolation of the equipment in the control-test laboratories. The practice is that the isolation characteristics of the tools are examined on a pre-computer model before the production, then on a physical model after production at the factory, followed by continuous laboratory tests (visual and dielectric) every 5 to 6 years. This paper describes a test method for the testing of live- line working equipment. The conditions required for conducting the test are outlined and the calculation of uncertainty of measurement is explained. An example of a high-voltage test for grounding rod is shown.
