2002 - The Year of Tremendous Change in the Croatian Oil / Gas Industry
In July 2001 a package of energy laws was enforced in Croatia as the first step in liberalisation of the energy market and compliance with the EU directives. The package consists of the Energy Law, Gas Market Law, Electricity Market Law, Oil and Oil Derivatives Market Law and Law on Regulation of Energy Activities. The main objective set by the Croatian Government is to establish the transparent and non-discriminatory conditions for carrying out energy activities. It means gradual opening of the Croatian energy market up to 30% within or immediately after 2003. The above legal framework is important for future privatisation of two main energy operators in Croatia: HRVATSKA ELEKTROPRIVREDA – HEP (Electricity Co.) and INA – Oil Industry. It is anticipated that privatisation will take place in 2002 or at the beginning of 2003. INA is responding to the imminent challenges by restructuring and strengthening its operational and financial position. In January 2002 the draft Law on privatisation of INA was prepared and it is expected that it will be in Parliamentary procedure in the first quarter of this year.
