Community based rehabilitation : a priority model for rehabilitation in Croatia

Community based rehabilitation (CBR) has been identified as a high priority strategy, not only to improve the quality of care, but also to rationalise costs. Early promoters of CBR received support from the Ministry of Health as well as governmental levels. The number of war injured precipitated an uncoordinated rehabilitation response. Formal events, which can be seen as facilitating CBR development, may be grouped into: continuing education, CBR topics for the Medical faculty curriculum, proposal of CBR as an elective postgraduate theme at the University of Zagreb, and domestic and international collaboration of experts. Collaboration with Canadian partners has resulted in the Project "Development of Community Based Rehabilitation in the Republic of Croatia" since 1996. WHO has provided support to rehabilitation development since 1992, but from June 1996 has focused on the development of CBR. The attitudes toward CBR development today have changed, resulting in a better understanding of the facts about CBR; however, obstacles still exist such as: resistance to change, insufficient awareness of the scope of issues related to persons with disability and their potential for integration into the community, and insufficient communication within the formal health, social and education systems. To overcome these obstacles, efforts are required from both involved pioneers as well as appropriate administrative support at national and community levels.
