Stabilisation and Association Process and the EU Enlargement: Is There a Missing Link?
The purpose of this paper is to analyse prospects of the countries covered by the Stabilisation and Association Process (SAP) to become candidates for the future European Union enlargement. The paper takes into consideration experiences in implementing the Stabilisation and Association Agreement (SAA) and in functioning of the SAP in practice. It tries to answer the following questions: to which extent will the SAP countries be prepared for integrating to the EU through implementation of the SAA ; what is the role of regional co-operation between the countries of South-Eastern Europe within the process ; what are the chances of a country like Croatia to become the candidate for the EU enlargement, to which extent is the EU ready to establish a link between the SAP and the enlargement at this stage, or how to "enlarge" the enlargement. The paper is based on the experiences of Croatia in implementing the SAA, practical results achieved and dilemmas concerning next steps in approaching the EU.
