A Solution for Electricity market Opening in Croatia - Mixed SB/TPA Model
The paper describes Croatian power system in general, interconnections to neighbouring power systems and possible development of future electricity market in Croatia. A proposed scheme for restructuring and liberalisation of Croatian power sector is a gradual transition from mixed SB/TPA model to a totally open market and its integration in the European electricity market. The first step is to introduce SB model for captive customers, and TPA for eligible customers, which will be allowed to enter into bilateral contracts with producers and to pay for the use of transmission system. The imbalances, which are normally expected, can be settled through separate balancing market. The proposed interim market is very important – ; ; ; it allows TPA model to grow and to become stable during time. Today, the Croatian power system is governed by one vertically integrated utility – ; ; ; HEP, which will perform many of the market functions in the beginning of the market development.
