Fascination with the Future

The document that you have now in hands reflects the manner in which politicians, professionals and civil servants see the future of Croatia or have tried to shape it. Their designs and intentions are laudable. Considerable efforts, time and money were involved. Yet, one can ask whose strategies or plans are these 80 odd policies, strategies or plans? And: did they make a difference? Or: is the development process managed in a transparent way? These and other basic questions are dealt with in the 2001 HDR that is now for the first time also presented in the Croatian language. UNDP commissioned Croatian National Human Development Reports since1997. A team of prominent Croatian scholars and development practitioners prepares them. As such the reports are a reflection of current thinking on important issues relevant to sustainable human development in Croatia but they are not the final word. The reports are intended to take stock, to analyze trends, to stimulate informed discussions, to highlight where and how different policies, approaches or ways-of-thinking can make a positive contribution towards sustainable human development. The 2001 report reflects also on civil society and social capital. Thus, it illustrates that there are, apart from economic growth (although of critical importance), many other dimensions of development that influence in positive or negative ways the quality of life and of the choices we can make in political, social and cultural life. Progress can often be realized with little costs, i.e. through more open and transparent governance, through better communications, through less bureaucracy, through more equity and respect for others, and through different policies as the 2001 report attempts to illustrate.
