National reference laboratory and performance evaluation of certified Croatian laboratories

In 1991 the State Water Directorate introduced the system audit for testing laboratories and nominated Center for Marine Research of the Rudjer Bošković Institute as the National Reference Laboratory (NRL) in order to assist as the professional support in the certification process and in implementation of good laboratory practice and quality control. From 1991 till 1997, 55 Croatian laboratories have been certified for the analysis of chemical, microbiological and/or biological parameters in different water types. Certification process is based on the criteria essential to generate valid data (Narodne novine No. 78/1997; revised issue) and is a formal recognition of laboratory's competence to carry out specific test(s) (HRN EN 45 001/1996). Until now, NRL has designed and implemented the program of external quality assessment (EQA) in Croatian laboratories exclusively for chemical parameters, in order to define whether the test results are within statistically defined acceptance limits. EQA scheme has been applied in a manner that the samples of known but undisclosed content have been distributed to the certified laboratories for testing procedure. For that purpose the proper selection of the certified or reference samples is important. Since 1991, laboratories involved in the monitoring of various water types participate in intercomparison runs organized once a year for chemical parameters by NRL. Analytical performance for basic and specific chemical parameters of waste waters has been evaluated with the certified samples for waste water, being prepared by the US Environmental Protection Agency. Each study has been performed at two concentration levels of analytes, representative of their content in waste water. In that manner, beside testing the operational, instrumental performance, the reliability of the applied analytical method has been evaluated, too. The EQA scheme for chemical parameters includes: distribution of stable and homogeneous samples that mimic waste water by composition and content; distribution of quality control samples; application of routine laboratory procedures. Results of the assessment are distributed to all participating laboratories in the form of the report, so that each laboratory can compare their own results with those from other laboratories. For participating laboratories the benefit of an EQA scheme is that: it provides an assessment of their competence; serves for improving their performance; serves for training staff and allows the introduction and assessment of new methods. Beside the EQA scheme, an essential part of the quality assurance still relies on internal quality control system, which should become effective during laboratories accreditation. Regarding the essential role of NRL in introducing the EQA scheme, similar approach should be implemented for microbiological and biological parameters, too.
