The Integration of Strategy, People and Tools

The paper describes the present state and main problems related to project management in the transition countries. Starting from experience about different improvements, successes, failures and disadvantages in the recent project management practice, the paper focus on identification of key issues that might contribute to further improvements. The conducted analyze confirmed that there is significant capacity in the transition region, primarily in terms of technical skills, social capital, wiliness to learn, flexibility in management, .... However, the same analyze also showed poor level of applied control systems, absence of standardization, low level of adaptility to international procedures, shortcomings in project management tools application, ... Considering all influential factors, their multiplicity and complexity, so as very turbulent influence coming outside of project structure, chosen practical criteria pointed to improvement strategy which support outputs that are directly applicable in the practice. Therefore, the paper advocates project management framework that integrates flexible management of project’ s strategic consideration, the centrality of the people in project management and integration of project management tools throughout the project cycle. The special accent is made on role and potential of different project management tools. The application of approved tools can contribute to more successful project management in transition economies, particularly by decreasing the level of time and cost overruns. Having that in mind, the paper describes possibility and benefits of application of more than 50 project management tools trough each stage of project life cycle. The paper also addresses “ the shortage of professional project manager” problem trough application of tested set of generic templates and practical tools for carrying out critical project management tasks throughout the project cycle. Finally, additional attention is put on understanding the role of project sustainability, as issue that extend beyond the focused stages of a project, but in a project context refer to continuation of valued benefits following the execution stage.
