Relative efficiency trend : EU and some transitional countries experience

The paper provides a quantitative aspect and a relation between Croatia, the EU and transitional countries through Data envelopment analysis (DEA), considering employment and GDP. The process of transition characterizes structural changes throughout the economy. The changing economic structure is reflected in the structure of the labour market and employment. Although employment is the function of a great number of different factors, it is evident that it is the most closely related to the movement of GDP and it reflects on the productivity of labour. A comparative analysis of the Croatian labour market among the EU countries and the transition economies of Central and Eastern Europe is required if we presume the employment structure of the EU countries as a long-term target of the transition. Regression analysis (RA) is used for selection of relevant variables. DEA is then used to make comparison among countries. We used the two most commonly used DEA models: BCC (variable returns to scale model) and CCR (constant returns to scale model) and then compare the results. In addition, a time-dependent DEA, known as “ window analysis” , is used to explore efficiency changes over time. Window analysis allowed us to study trends as well as stability of results, which are based on solution of linear programs. A “ window” of periods is defined and analysis carried out. This indicated how relative efficiency varies over a time periods.
