Emissions, Internal and External Costs of a Thermal Power Plant Fuelled with Heavy Oil and Natural Gas
This paper analyses emissions to air (SO2, NOx and particulates) from a thermal power plant, fuelled either by heavy fuel oil or natural gas. It is observed how the fuel type and the abatement technology influence the level of emissions and the plant costs. External costs, which are proportional to the emission levels, are also calculated. External cost factor of a pollutant is assumed equal to its abatement cost. Cost effectiveness and environmental performance of the needed emission abatement equipment are estimated on the basis of two indicators: its real costs and the ratio between the real costs and the decrease of external costs due to applying it. This paper also tries to answer how high SO2 and NOx emission charges should be to stimulate power producers to installing the necessary abatement devices.
