The Government Policy in Supporting SMEs Development: Croatian and Poland Perspective

Entrepreneurship has become the engine of economic and social development worldwide. Its importance as life and business style embedded in the form of small and medium-sized enterprises (SMEs) as well as in the form of other business, social or government organizations or institutions has been particularly evident in Central and Eastern European countries where the progress of developing market economy is largely due to private sector growth and a surge in the economic power of SMEs. In most respects Croatia and Poland bear a close resemblance to one another especially in terms of SME sector development. Both countries have already strongly acknowledged the value of SMEs and entrepreneurship in job creation and economic growth, rising economy's competitiveness, promoting innovation and reconstructuring of their economies in general. Consequently, they have been developing supporting entrepreneurial framework conditions in which government, regional and local authorities and also different entrepreneurial institutions and organisations play important role. However, in both countries government policies and programs, aimed at supporting entrepreneurial activities, are feebly effective. Based on the analysis of government entrepreneurial policy and programs, primarily regarding Croatian and Polish institutional efforts and doing business indices, this paper is undertaken with two objectives: first, to asses the institutional aspect of entrepreneurial framework conditions, and the second, to define policy suggestions vis-à ; -vis the government role in the process of entrepreneurship fostering.
