Transition, Privatization and Internationalization of Croatian Economy

Transition economies in ex-communist countries began immediately after the break down the communism. The transition was followed by privatization of economy which took place in different ways with different success and with larger or smaller amount of foreign capital. The beginning of transition in Croatia coincided with foreign aggression on the country. The privatization in that period was under strong political influence. The property values were decreased because of the war risk, so the property was sold for much lower price than the prices during the peace period. In many cases privatization was not completely transparent. The results of transition and privatization in Croatia did not fulfill the expectations. Croatian economy did not rise to the level of its competitors. Many firms were closed and levels of unemployment surged. The most profitable sectors were privatized without taking care of future development of Croatia, or development of key branches of Croatian economy. The degree of foreign ownership in Croatian firms is insufficient, except the banking sector which is confronted with opposite extreme, so it almost completely belongs to foreigners. With insufficient involvement of foreign investors in the and inability to access new international markets, the opening of Croatian economy resulted only in increased levels of import. In the future privatization, Croatia will need to keep the ownership over the firms that manage the infrastructure (roads, railways, ports) and over the firms that have the monopoly in order to preserve the economy flows. Other firms, that are not yet privatized, must be privatized through the public soliciting, respecting the development goals of Croatia, among them the increase of export and employment. During the privatization of these firms, it is necessary to use the experiences and models of privatization used in developed countries and successful models used by transitional countries. Along with the continuing of privatization it is necessary to attract new investments in Croatia and through that increase the level of internationalization of Croatian economy in order to achieve the goals of economical policy.
