Principles for the development and use of programmable electronic systems in ships applications

Experience has shown that treating the system as a series of components is no guarantee of achieving a dependable whole. The integrated system may be considered as an intricate jigsaw puzzle. The increasing reliance upon complex systems in naval operations brings a corresponding need to ensure that these systems are demonstrably dependable in use. Furthermore, in order to be truly effective it is not enough to rely on training and education of personnel: integrated systems must be developed such that they function as a seamless whole fulfilling operational needs. This paper has raised a number of issues regarding complex, integrated marine systems, how they are developed, and where the processes be improved. These issues may be broadly categorized as the application of systems engineering principles to total system, not merely technology. This paper will present a development methodology based on the ISO 17894. This standard introduces fundamental principles for both the product and process of system development. From the platform of ISO 17894, the paper promotes good systems engineering practice, and seeks to rationalize the ideals of systems engineering with the current practices of the naval sector in order to engender evolution.
