Emergency Planning and Preparedness in Croatia - The Issues and The Approach
There is no single organization in Croatia that is entrusted with the radiation protection of the public, both for everyday duties and during emergencies. The responsibility for radiation protection lies within the duties of the Ministry of Health. The liaison with the IAEA is the responsibility ot the Ministry of the Economy, and the responsibility of dealing with the population during emergencies lies with the Civil Defense Department. It has to be mentioned that existing emergency plan and organizational structure did not provide any countermeasures for the case of accidentin NPP Paks. Also there are no any procedures, actions, obligations and duties of participants (concerned organizations) developed and finally there were no any continued exercises during this period. Since Croatian territory is mostly influenced by the two Nuclear Power Plants situated in Slovenia and Hungary, a short overview ot the current situation in those countries is presented. In order to have the complete picture and understanding of the development of emergency planning and preparedness in Croatia, few examples from the other European countries, regarding their organizational structure and emergency preparedness, are also included. According to all mentioned plans and procedures, we tried to develop an emergency plan for the Croatian territory that would take into account all its ditferences and specific requirements. Taking into account all of this, and quite aware of the need for the modemization of the existing Emergency Plan and Program. Ministry of the Economy, that is its Department for the Nuclear Safety, has initiated two years project in frame of which it is required to develop an plan tor the case of nuclear accident. This plan has primarily to satisfy the international criteria on that field and it has to be compatible with the already existing plans and systems in Slovenia and Hungary. This project is to be realized in two phases. First phase has to result with the document that will suggest the basic elements of the preliminary national plan and suggest protective actions that should be taken during the course of nuclear accident with the special accent on the organizational scheme, that is the recognition ot the role of the Lead Technical Agency or Technical Support Center (TPC). Second phase ot the project has to work outin detail all the elements of the plan and program in the case al the accidentin the NPP Krsko and NPP Paks, it has to specify working of the Technical Support Center and to give the detail exercise program.
