Application And Verification of the Process-Driven Risk Management Framework (PDRMF)

Process-driven risk management framework is subordinated to the construction process. It implies a cyclical risk management process in all phases through which construction project passes. Key risks are identified for each phase from the beginning of the project to operation and maintenance. The goals of each phase depend on several activities or processes that affect phase realization in various ways. Not achieving the goals of one or more of these activities or processes may led to non achievement of the goals of the phase they belong to. Depending on their complexity, some processes contain sub-processes that may be broken down even further. To identify key risks for each phase of the project, a process protocol maps developed at Salford University in collaboration with Loughborough University and the several construction companies are used. These maps show breaking down structure of high level processes (Level 1) into sub-processes (Level 2 and Level 3). Depending on available data, quantitative or qualitative analysis is carried out for identified risks and corresponding risk exposure calculated. Application and verification of PDRMF is done on a project involving a tunnel as a major infrastructure facilities and well known as a great source of risks. Eighteen experts who had in various ways significantly participated in the execution of similar project were involved and helped verify the efficiency and applicability of the framework. PP- Risk computer programme, an integral decision support system developed by the author and questionnaire are used for this purpose. The application and the experts' verification has provided useful lessons that will be presented in the paper for future research and application of PDRMF.
