The World of Culture and the World of Information
The meeting point between the world of culture and the world of information is to be sought in Mans unremitting strugle with the eternal indifference of time. Man is the only being that simultaneously creates, evaluates and remembers, and his history marks the acceleration and extension of this complex process. Culture, undestood as symbolic activity, stands for the entire system of production and reproduction of social life, while information is a necessary and most important means of its systematisation and maintenance. The production of symbols and their grouping in particular ways results in different symbolic systems which can be classified according to content and according to form. Besides, the placement of symbolic forms into new mutual relationships leads to the emergence of new forms, and the product of this symbolic activity is information. Information generally, including cultural information, is created by means of patterns and formates of communication. The communication pattern is a mechanism for information generation and selection, while communication format is the socially recognized and sanctioned form of communication. The growing importance of information as a basic developmental resource, considered as such in all the contemporary concepts of development, not only makes the informational function the most important cultural function but also necessitates the establishment of information systems of different kinds, including national information systems in the field of culture.
