Prospets of Implementing Intelligent Transport Systems in Cratian Cities

We are witnessing a constant growth in the traffic demand which inevitably results in the growth of the traffic flows on the roads in the Croatian cities. Urban roads are fully occupied by vehicles, and the standstills in the traffic flows are becoming more frequent and of longer duration. This is a consequence of uncontrolled increase in the number of vehicles and the achieved level of motorization of almost 3 inhabitants per vehicle. The urban traffic systems cannot handle adequately any more the resulting situation. The traffic-management measures implemented in the cities are not efficient any more. In order to increase the physical capacity of the traffic infrastructure, and particularly in the city centres which are, regarding traffic, the most critical ones, there are no spatial possibilities. The management practice of the Croatian cities is trying to find a possible answer to the resulting situation in the implementation of new technologies and the integration of the classical approach to solving the mobility and availability with the information, communication and management systems, known as ITS (Intelligent Transport Systems). However, successful development of urban traffic system which is implemented by connecting single subsystems in the ITS concept in the Croatian conditions is possible only by bringing the current situation of the urban traffic system to a sustainable level by implementing common platforms and methodologies, and by changing the legislation. The efficiency of implementing new techniques and technologies in managing traffic systems of large Croatian cities, except for the city of Zagreb, is restricted on the basis of the law of distributed authorities essential for the implementation of a unique traffic management strategy. Therefore, an institutional framework should be created which would allow a balanced development of traffic systems of the large cities throughout the Republic of Croatia. The basic objectives of ITS that are reflected in the increase of the throughput capacity of roads without new constructions, and in the reduction of negative impacts of urban traffic on its environment, need to be realized by technical, technological and institutional harmonization as a condition of efficient implementation of measures and procedures. This process is also conditioned by transfer to a completely new strategy of traffic flow management in big cities, and by forming traffic centres as part of the necessary ITS infrastructure.
