Key elements for energy management programme development and implementation

Access to energy is crucial enabling condition for economic and social growth of the society in general. On the other hand, activities like production, transportation and use of energy are the main contributors to huge and growing environmental problems, ranging from pollution of local and regional character to global problems such as greenhouse effect. In that sense, it is necessary to find a solution that will bring balance between these two, at first sight, opposite aims. Proper energy and environmental protection policies have to provide both the minimisation of negative impact on the environment and the security of energy supply, in the most cost-effective manner. Hence, the essential objective of any policy is to promote efficient energy management. This thesis gives a detailed representation of energy management concept. The multilevel approach is used – energy management is analysed at international, national (state) and site level. The most important international agreements that are dealing with energy efficiency are presented. Special attention is given to the position of energy end-use efficiency in the European Union’ s overall energy policy. Based on EU experience, comprehensive overview of barriers and possibilities for energy efficiency improvements is given. The reasons why energy management must be a national matter are pointed out and key elements for successful national energy management programme development are analysed. Energy efficiency potentials in the Republic of Croatia are examined, the most important barriers to better energy management are identified and possible solutions based on international, especially Norwegian experiences are proposed. The last was to analyse energy management issues at site level, i.e. key elements for programme implementation are described. Not only technological and economical aspects are presented, but also organisational and psychological driving forces that will ensure the continuity of energy management process are addressed.
