The purpose of the paper is to emphasis the importance of including gender perspective into policy making in the region by raising awareness of women’ s underutilized human capital. Using the example of Croatia as a typical transitional economy, the paper addresses some common issues related to empowerment of women in business and social community especially through female entrepreneurship development.
