Dilemmas and ethical reflections in helath promotion- Croatian experience

Since the time of the first public health campagins in England and other countries in 19th century public health has gone a long way. Couriously enought, it has only recently become interetsing for bioethicists. Bioethics was form its start more envolved in the issues of an individual rights in healthcare and the community and cultural aspects came only later into the discussion. Promoting health can raise many social and ethical issues form individual freedom and responibility for health , cultural and societal influences on health promotion practices, the importance of the common goos in public health efforts to economic aspect of health promotion campaigns , cost effectivnes and cost saiving issues and the issues the value of predictive risk assesment and the new technology developments and their implementation in the public health domain. Those issues are present even in the very developed countries in the world and for the countries in transition like Croatia they present even greater challanges. The aime of this presentation will be to highlight those societal and ethical promblems connected with health promotion that are present in Croatia today . Cultural and historical events in health promotion development in Croatia will be also discussed. The aim is to give a short overwiev of the situation in this area in order to instigate firther investigations in this direction.
