Southeastern Europe in an Enlarged Europe
The paper addresses the lessons learned from the Stability Pact for the enhancement of regional co-operation in synergy with the concomitant, but asynchronous process of EU integration. Shifting the perspective from overarching strategic principles and ideals to hands-on policy making, the paper identifies sectoral issues of overlap and potential collision between the bilateral EU integration process and multilateral regional co-operation, e.g., in asymmetric trade liberalisation, regional free trade agreements and cumulation of rules of origin as well as the extension of the EU internal energy market to the “ wider” South-eastern Europe through the Energy Community Treaty. The paper deals with the achievements and challenges in several areas – selected examples of implementing the EU policy and instruments towards the SAP region, and it tries to draw lessons for the future development of the region, starting from the three basic questions: what is good in approach, what is missing, how to change it? It is a part of the retrospective book, bringing together forty experts experienced in Balkan affairs as policy makers and/or analysts in honour to Franz-Lothar Altmann.
