Storage basin level as a measure for controlling upstream flooding

When there is an important area or valuable structure located at the river estuary into the accumulation of the hydroelectric plant station it is necessary to carry out flood protection measures. On of them is the decrease of the storage basin water level. This type of the protection can be applied either separately or in combination with the construction of flood protection structures in accordance with caharacteristics of the problem to be solced. An unnecessary decrease of the basin level leads to energy losses. Therefore it is necessary to define optimal change of the basin water level accdingly to the characteristics of the flood wave and level of the protection. The paper presents the theoretical aspects of this type of active flood protection of the estuary as well as the application of dynamic programming when solving these problems.
