Environmental criteria as an element in planning communal infrastructure investment
Environmental concern is in direct conflict with short-term interst and the desire for high profit: this is particularly true in the developing countries. Consequently, investment in environmental projects does not start until the problem become acute, i.e. until it can no longer be swept under the carpet. The issues which have been neglected over a long time period cannot be improved significantly within a short time period so that investment in the environment is expencive and long-lasting. Therefore, the positive effect are visible only after a long time period, regradles of the investment, since environment has its own low and mechanisams of revitalization. Thus, it is difficult to define optimel strategies of investment in environmental protection which will protect environment and ptoduce valiable political benefits to decision makers. Satisfactory results can be achieved by a system analysis and suitable optimization models based on the environmental parameters of investment efficiancy as it has been presented in the paper.
