Safety of navigation and protection of the Adriatic Sea – challenge and priorities for neighbouring countries as well as national regulatory and professional institutions

Adriatic Sea, as a semi enclosed basin, is in fact a deeply indented gulf of the Mediterranean Sea, and by its geographic-oceanographic features it belongs to ecologically highly sensitive areas. Its geographic transiting position renders this area very busy with traffic of all sorts of ships of different dimensions, carrying different kinds of cargo. By its natural and cultural beauties, its islands and shores are world famous tourist destinations for big passenger ships, and what is very important for the whole maritime traffic – a special group of vessels, the so-called fleet of pleasure craft. Statistical data show the tendency of a continuous increase in the traffic of all kinds of vessels, goods and passengers. Such indicators point at the need of establishing and strengthening cooperation between countries whose shores are washed by the Adriatic Sea, in order to issue laws to regulate navigation and protect the sea from pollution. In addition to regulations, it is necessary to establish mechanisms which would efficiently control adherence to regulations, urging the involved countries to organize interconnected systems which would include the most up-to-date technical-technological solutions for surveillance, prevention and for removal of the consequences of possible accidents. Past cooperation resulted in several important regulations concerning the navigation of ships in the busiest areas of the Adriatic Sea (The North Adriatic Traffic Separation Schemes) and the system of reporting from the ships carrying dangerous cargo (The Adriatic AIS). Some countries have passed regulations on national level, concerning maritime traffic for their areas of responsibility, as well as legal actions for the protection of particular marine areas. This paper gives a review of positive regulations, in the context of statistical indications of a rising trend of maritime vehicles, and thereby the risk of undesired consequences on the safety of navigation and pollution in the Adriatic Sea, which have been issued on a regional level, also in the Republic of Croatia. These regulations should prevent or reduce consequences of risks due to the present or predicted increase of maritime traffic. Furthermore, this paper identifies other areas, activities and mechanisms to be regulated by the law, so that the risks of maritime accidents with casualties and ecological consequences could be reduced to a minimum. The paper also determines and emphasizes the role and importance of national regulatory and professional institutions as leading bodies, which must direct their activities so as to meet the challenge of preserving the Adriatic Sea for future generations.
