Institution and Unemployment: Croatia and Poland Compared
The paper considers a set of institutional features and compares unemployment in Croatia and Poland on the basis of selected institutions that characterized labor markets of both countries. Both countries opted for an average legislative and institutional package providing neither the most nor the least flexible model. Even tough much changes have been done in order to create more flexible labor markets in Croatia and Poland, the challenges still remain in order to ensure labor market stability. There is a lack of regulations which would reduce the costs of labor and encourage employers to create new work places. Such instruments like co-financing of the furnishing a work place, refund of the costs born for social insurance contribution, intervention or public works can be helpful but they will not solve the problem. Thus, new regulations should be introduced and the existing labor market services and instruments should be used more extensively.
