Decision support system concept for emergency management

This research will show an approach to the conceptualisation of decision support systems (DSS) for an emergency management especially for natural disaster management. The original paradigm of DSS data-dialog-models has to be adjusted to the various needs of emergency systems. Presentation will discuss various organisational aspects of DSS regarding both model and functional management, such as hierarchic approach that is quite helpful because it gives the framework for the definition of the basic entities for the further analysis. Furthermore, wide use of Geographical Information System (GIS) as a part of data segment of DSS makes it more powerful. Special attention will also be paid on application of multicriteria analysis as decision tool within DSS for risk analysis as well as priority setting processes during disaster preparedness. For example, after the analysis it could be estimated where the territories which cannot be reached in reasonable time are situated and what strategy has to be undertaken. Disaster relief process could be encapsulated into DSS, as well. For example money distribution process could be handled by using adequate methodologies like multicriteria analysis. Using GIS in conjunction with other decision models and could be a powerful tool for the coordination of all participants in the decision-making process during emergency situations, and to give them a more cooperative surrounding. Therefore, for the purposes of the emergency management the main idea is to provide support in organisation by combining GIS with decision models to make an operative spatial decision support system (SDSS) concept. For illustration, the aforementioned concept of SDSS is aimed at determining the objective priorities required to reduce the risks stemming from natural hazards. Additionally, coupling GIS and multicriteria analysis in one system enables the development of a system capable of efficient priority-setting with regard to risk assessment, thus reducing risk in natural hazard exposed regions. Application GIS-based DSS for various evaluations such as risk assessment, using multicriteria analysis points out the possibility of the objective valorisation, acceptable for most stakeholders in the decision-making process. The relatively small data collection costs by using existing spatial data from GIS, by editing and analysing with simple controls and transparency throughout decision levels, as well as the involvement of all stakeholders (either directly or indirectly) in the decision-making process, give such an approach an advantage in relation to the other methods used. Moreover, multicriteria analysis in conjunction with GIS offers various options for post-analysis, such as ‘ what-if’ analysis with different scenarios in order to eliminate the subjectivity that is always present during evaluations. The application of the spatial DSS could be useful for a development of the plans for natural disaster emergency management. The presentation will present some short examples for abovementioned DSS concepts.
