Institution building: a comparative approach to justice systems. Global, European and Croatian problems and their relevance for divided societies

The presentation discusses the role of judiciary in divided societies, arguing that functional judiciary is needed both from internal and from external perspective - especially from the perspective of the EU accession. The main dysfunctions in civil judicial proceedings are elaborated, and some points for treatment are proposed.
