Child Labour v. Youth Employment - International and EU Legal Framework
Child labour and youth employment are conceptually and substantially overlapped in the part of employing child population between 15 and 18 years of age. Analysis of international and EU legal sources of child protection should discourage conceptual substitution of child labour with youth employment. In the age between 15 and 18, a child is working subject sui generis, is entitled to special protection in working environment and treatment requiring its “ best interest“ . The paper seeks for answers whether the ILO and UN legal sources are sufficient framework of protection, separately or in conjunction, and whether the EU has done enough in this area.
