Resource Management and QoS Control in Emergency Situations

In this work we discuss some issues related to emergency services and QoS looking for answers how to provide as reliable as possible communication services under emergency, attack or catastrophe situations. These issues generally include aspects of system capacity design, aspects of reliable infrastructure, aspects of recovery operations, and aspects of resource management policies. Analysis of QoS in emergency situations includes global and operational aspects.
