The new curriculum of education, trainng and certification of seamen at the Faculty of Maritime Studies - Split

The transport research programme has shown that the problems facing maritime transport need to be addressed thought a pro-active approach to quality and safety encompassing safety standards, the human factor as well as operational and organisational practices. Around 70% of maritime accidents are caused by human error and related organizational procedures. Strong competition and high social costs have led to the situation where merchant ships are frequently manned by less expensive crews, often with limited education and training. Adverse working conditions on board vessels can reduce human performance, hence efficiency and safety. Training of ship crews can do reliably for certain situation using ship or ship bridge/engine room simulators. The research project has developed training scenarios with particular attention to human factors. The aim of education in this area of marine officer and engineer is to convey knowledge of the construction and operation of the automation systems of ships in accordance with the requirements of the International Maritime Organisation (IMO) as formulated in the STCW 95 Convention. The analysis of the education, training and certification of marine deck officer and engineers within the transport research programme allows formulation of the following conclusions: The selection of the optimum educational programme constitutes, on the one hand, an appropriate compromise between the marine requirements set up by IMO and the educational requirements determined by Ministry of National Education, on the other, the duration of studies and theoretical and practical level to be represented by the graduates undertaking their marine careers ; The best preparation of graduate to undertake a professional career is ensured by a comprehensive system of lectures, laboratory exercises, training on professional simulator and apprentice ship on – board instrumental, sail and cargo vessel ; The subject to be taught and their contents must be renewed from time to time with regard to the development of shipbuilding technologies, ship equipment, reability of shipboard arrangements, costs of servicing, diagnostic and repair of the shipboard equipment and evermore demanding requirements in the area of safe navigation and environmental protection.
