Criteria for setting up partnership and the BOT model in Croatian tourism
Tourism has, without a doubt, become one of the strongest industries on a world scale, and as tourism activities are carried out, they impinge not only upon the economic aspects of life but also upon its environmental, social and cultural aspects. Despite the tourism industry being largely privatised, the contemporary understanding of tourism development implies an active policy of the state, its agencies and institutions Although tourism is a major branch of industry, Croatia does not have extensive experience with public-private partnerships in tourism. Nevertheless, PPPs are seen as capable of ensuring faster construction and better management of hospitality and tourism facilities that would have a number of positive effects on tourism and on the economy in general. However, partnerships should not be formed rashly. Instead, only partnerships that adhere to the strictly defined criteria of both sectors should be set up. Identifying public and private sector criteria and implementing the selected PPP model in Croatian tourism are the key contents of this article.
