Participation of individuals with epilepsy in traffic
According to the 1982 regulations that are still in force in Croatia, “ all forms of epilepsy and other consciousness disorders with the exception of medically controlled cases with two-year seizure-free period” imply debarment from issuing driving license. An anonymous poll was taken, including 277 subjects treated for epilepsy, to investigate the actual situation in traffic in the light of the mentioned regulations. Study subjects were randomly chosen, aged 18-65 years. Those with co morbidities incompatible with driving license granting were excluded. Results of the poll showed 46.9% of the subjects to have been granted driving license, 80.8% of them taking active participation in the traffic, predominantly driving a car (9.5%), followed by tractor (10.5%) and motorcycle (9.5%). The question on how often they drive, 68.3% of the study subjects answered “ quite often” , and the rest of them “ rare” . Study results revealed 8.2% of the subjects to drive without a license, mostly tractors (66%). The difference from those granted a driving license was statistically significant (p<0.001). Three (2.6%) subjects reported to have experienced seizures while driving, however, causing no traffic accidents. The data obtained were consistent with the studies conducted in several European counties, clearly indicating the implementation of positive legislative to be inefficient. The authors believe that this inappropriate state might change by including the principle of selectivity on issuing driving licenses in the legislative, which would actually reflect the current advances in the understanding of epileptic syndromes. Such an approach would allow a greater proportion of epileptics to be legally granted a driving license, at the same time more efficiently excluding the potentially dangerous drivers from the traffic.
