The dynamics and intensity of the liberalization process of energy production and distribution, which is a part of the general process of adjustment of national economies to globalization, depends in Europe on the state of integration of particular ountries as well as on inherited/existing forms of institutional regulation of the public sector economy in European national economies. This general rule is also valid for Croatia. Liberalization of energy production and distribution brings along, beside economic, technological and development effects, the problem of security of critical energy infrastructure in local communities. This research gives a relevant qualitative insight into attitudes of local authorities, health care professionals and technology experts in three locations in Croatia.
