Model of optimal space management
Tourism causes substantial spatial changes ; it changes space and it requires its own spatial organization. However, it also brings many stimulating factors into the development of a tourist destination area. In accordance with the economic development under the influence of tourism, a destination experiences many spatial changes, especially in its coastal area. Until recently, the concept of the optimal spatial management was in practice most frequently founded on the financial basis, which often neglects all the other consequences of such a solution. A larger exploitation of natural resources leads to the maximization of the economic development, and it was considered that the increase of financial gain most certainly leads to the prosperity and to the overall wellbeing of the society, and thus to the satisfaction of all the human needs. The accompanying effects such as the environment degradation, air and water quality deterioration and the environment pollution indisputably indicate that such a model is incorrectly founded. Therefore, a new and currently prevailing concept of sustainable development has been created in accordance with the environment, which was inevitably integrated into a tourist destination physical planning. This paper analyzes the problems and specific issues connected with tourism and coastal urbanism, especially through the tourists, local residents and tourist management’ s evaluations of a tourist offer related to space, environment and sustainable development, on the example of the tourist region of Kvarner, and that is most closely linked to the quality of spatial documentation. Furthermore, the Strategy of Regional and Urban Development of the Republic of Croatia is also analyzed. The aim of the paper is to investigate the issues and the procedure of production, adoption and implementation of spatial plans, which as a consequence have the reduction of a destination quality, and which are finally reflected on the tourist offer evaluation, with which they are strongly correlated. The spatial plans are specified by the existing regulations and are under the jurisdiction of the units of local self-government in the system of a tourist destination physical planning program. The accelerated tourist development of the Croatian Adriatic coast requires timely solutions and suggestions for the development. This paper clearly indicates the visible consequences and trends of tourism, and it tries to construct intervention suggestions relying on a tourist destination spatial plans.
