Education and training report

The education of small- and medium-large charcoal producers via workshops or short courses is necessary for the development and the improvement of the charcoal production. The workshops or courses will be organized within the Forestry Extension service, the official body founded under the executive order of Croatian government on 2nd June, 2006. The service is partly an advisory body for the improvement of ecological, social and economic aspects of forest stewardship through sustainable forestry that lead to the development of the rural areas and forest-owners competitiveness. The advisory service and education will encourage forest-owners to merge or expand their woodland areas, to design various forestry management programmes, including the charcoal production, to ensure broad distribution and better promotion of forest yields. It will also secure support for forestry-related rural industry. The Forestry Extension service will have ten branch-offices situated in several counties. Each of them will cover woodland areas within one or several counties. The activities of every branch-office will be conducted according to the needs of forest-owners and obligatory actions within the service. Vocational bureaus and departments responsible for all-purpose, industrial, legal and economic activities and for giving professional support to advisers– district rangers, are parts of the manager’ s office, situated in Zagreb where the headquarters of the Forestry Extension Service is. National Forestry Policy and Strategy in the area Management of Forest Ecosystems have policy aim to optimise management of all forest resources in co- opeartion with interested parties, to preserve and promote the productive capacity of forest stands and to utilise biomass for energy (including charcoal) with strategic action A5.1. Inventory of unused biomass as potential energy source. The education of private forest owners should be conducted through workshops whereas the foresters employed in Hrvatske sume in charge of woodland areas used for feedstock supply should have courses on the charcoal production. Their education should be conducted according to the strategy for the development of small and medium forest enterprises. The forestry advisers would have a significant role in the education and development of the production and technological possibilities, but the assistance of other experts is necessary for drawing up plans and starting such enterprises as well as for developing future market and encouraging entrepreneurship. The advisers should participate in starting small- scale enterprises and they should encourage the co-operation and merging of potential producers. They would also have a great role in vocational training and education about required technological methods, in market development and presentation of product to potential buyers. The focal point of vocational education should be the importance of merging amongst small-scale producers. The advantages of such a professional forestry association should be stressed in order to motivate other producers to become members of the association.
