Democratization, State-building and War
The success of democratization is highly dependent on the level of state-building: stable nation-states have better chances for consolidating democracy than states which still struggle to establish themselves. A comparison of Croatia and Serbia shows that the sequence of events, including ethnic conflict and war, and combination of actors determined different outcomes: due to different actors constellation and earlier completion of state-building Croatia was able to achieve democratic consolidation before Serbia.
