International Network of Young Scientists dealing with Ethnic Reconciliation in the Western Balkans: an Initiative to Address System Incapacity of the SEE Scientific Area and to Contribute to the Reconciliation Processes
Reconstruction of the state and reconciliation of society based on power-sharing or power-dividing institutional models introduced in some of the Western Balkans countries (Bosnia and Herzegovina and Kosovo primarily) have proven to be inadequate. Namely, they tend to reinforce the ethnic divide within state institutions and preserve mono-ethnic party systems. This allows ethno-nationalist elites to preserve their ethnically segmented monopolies and their power-grip on state institutions, economic resources and the cultural system, including the media and the entire educational system. Similar trends can be noticed in the academic sector of the Western Balkans countries. Empowerment of social science research and tertiary education could strongly contribute to the creation of new functional elites and thus to the ongoing reform processes in politics, economics and culture in the Western Balkans countries. It is therefore necessary to establish much better inter-regional cooperation in the field of research and tertiary education in the social sciences in the Western Balkans countries.
