Strategic Planning: Past, Present, Future
The *Generalni Urbanisticki Plan Grada Zagreba*, previously referred to as the *Zagreb 2000+ Plan* has been a hot topic in the public press over the last year with its passage into law on the one hand and its many controversial (*izmjene)* changes reflecting as a result of the pressure of certain private interests. The plan is the first to pass into law since the GUP of 1986, making it the first GUP of the newly independent Croatia. Although the GUP has been presented, discussed, and criticized throughout the plan's development it had not been clear what the real goals of the plan are nor what are the actual mechanisms for realizing those goals. The emergence of a new institution, the Strategic Planning office, as a parallel institution to the old City Planning Office, has only made an evaluation of the plan more difficult. This article will attempt to formulate possible methods for evaluating the planning tools of the new General Plan by examining the history of planning in Zagreb, particularly the first GUP, which passed into law in 1970.
