How far is Zagreb from Madrid: Institutional (In)capacity of Croatian Public Administration in EU Accession Process

Weaknesses of the Croatian public administration is one of the most important impediments for advancing reforms in the country which needs restructuring and modernizing of public administration in the context of European integration as well as in the perspective of economic recovery and growth. The present paper analyses up-to-date fulfilment of the administrative criteria for EU membership in Croatia, particularly questioning the fulfilment of European principles of civil service, claiming its reform is crucial for the modernised, transparent and efficient public administration.
