Implementation of Minority Rights in the Western Balkan Countries
All of the Western Balkans countries have subscribed to relatively recently emerging European (legally binding) minority rights standards of minority protection. Primarily because all of the countries of the region are parties to the Council of Europe Framework Convention for National Minorities (FCNM) and a good portion of them as well the parties to the European Charter for Regional or Minority Languages. Subsequently, those international minority standards have been transposed into domestic minority legislation, in certain cases with more success and in some cases merely vaguely reflecting the international standards. The presentation represented an overview of the implementation of international standards as well as of the domestic legislation dealing with the rights of minorities.
