Minority Protection in South-East Europe – Lessons to be Learned
As a result of nation-building processes from early 1990s that were followed by ethnic conflicts across the region ethnic diversity in Southeastern Europe has been decreased as a result of an unsuccessful refugee return process. Existing minority legislation should therefore not only allow for preservation of minority identities and assurance of proportional political participation in decision making processes, but also contribute to the rectification of (ethnic) homogenisation. Advanced normative frameworks on minority protection in Southeastern European countries can only be effectively used if accompanied with thorough implementation and support of political actors at all levels of governance, which still is not a case in majority of the analysed countries.
