The Triple Helix Model for Innovation Processes in Transition Countries
Developed countries entered by the end of XX century in the knowledge economy – an essential pillar of knowledge society paradigm building. There are three important components in the science and technoilogy sector (S&T) that separates developed from less-developed (transition) countries: (1) the high GERD and market oriented development of new technologies / products), (2) developement of the research institutions network with skillful and numerous researchers, and (3) adopted and applied model of university – industry -government cooperation (Triple Helix) that enabled so fast a development of science and technology. Transition countries disposing with quality researchers and scientific teams - have not pointed out favorable conditions in the S&T sector so that their research/results are less in service of their countries/economy and more in function of the technology and science of developed countries. This paper indicates possibilities of changing the situation – with a modified concept of Triple Helix - as a model of innovation processes in the transition countries.
